Does the case size tell you the strap size?

No. Two watches of the same diameter routinely take different bands.

Two measurements, two answers

Case diameter is the width of the case across the dial. Lug width is the gap between the two lugs underneath, where the band sits. Nothing forces them to move together: a designer can put a wide case on narrow lugs to make it look slimmer, or narrow lugs on a small case to make it look sportier, and both happen constantly.

Case diameter is worth knowing. It tells you how the watch will wear on your wrist and whether the proportions suit you. It just does not tell you what band to order.

How wide the spread really is

The rule of thumb, and why it breaks

The old advice says the band is about half the case: a 40 mm watch takes 20 mm. On 42 mm cases that guess is right 41.7% of the time, which means it is wrong for roughly 58 watches in a hundred. It is a guess with decent odds, not a measurement.

The band either fits the gap or it does not, and being close is the same as being wrong. The number for your reference has already been measured.
